Many senior citizens are more comfortable with the older model of cell phones with simpler cellular plans. AT&T does not claim to have any particular plan specifying senior citizens particularly, but they do have many plans which suit this age group ideally. These come under the AT&T Senior Cell Phone plans which are offered keeping in mind this particular generation. The Senior citizens are usually retired folks with grown up children and don't need the entire range of cell phone features. Hence a compact minutes package would save them money.
